Help with dark circles!?

Please help me with my problem very bad dark circles. They are very dark and always. I have had ever since I was young. I have 15 years of age. What are some tips for eye creams? and accessories? I've tried almost everything, from Neutrogena to Covergirl, Loreal and Maybelline, and nothing has worked. Please help me! And on a side note, is TOUCHE ECLAT YSL Radiant Touch worth it? Does it really work? Oh, and I have brown eyes, my circles are usually blue-purple-black, and my skin is yellow with shades just something I think?
